Can I see the bids before the bid deadline?

For Governance purposes, the bids are sealed until the deadline. Only then they are unsealed, at the same time.

It's only possible to open them before the deadline if all bidders have already replied and submitted their quotes. If that's the case, you can click on the “Unseal Bids” button available on the right-hand side of the bidders' list within the Manage Bids tab.
